If I had to have my guess, I think that the pentagon may be having discussions with forces that overpower their forces and now they have to gradually change it and make it now about the people. Their pride is not going to allow them to say that they are wrong so they have to have an image that they still have control. But we all are starting to awaken to know that they do not.
